They're normally used where cell networks have a hard time penetrating and/or where there's a concern of data exfiltration, or you otherwise don't want the RF interference from a replying device.
Like casino count rooms. Or hospitals.

I know, but I don't think I've ever seen one IRL even in a hospital despite having spent a decent chunk of time there (maybe I'm just "unlucky")

@LukeAlmighty @nosleep I'm somewhat surprised too. They never took off here and public network shutdown in 2010. I've never seen one IRL.
