Of course they can. My people literally overthrew a dictator through revolution, and then executed him (that last point is admittedly under debate if it was a good idea or not. You probably don't want to execute bankers).

If even a slight majority of Americans stopped using the flawed credit system, the banks would be forced to abandon this way of calculating how to give out loans. Banks still need loans to survive and make profits. If suddenly they couldn't give out loans because their system told them that over 50% of Americans don't have credit score, but otherwise have stable income, they'd be faced with big profit loses, so they'd end up changing their system.
