I literally have a 4th gen Intel desktop myself, and I could easily run Win10 on it (and I did a while in the past), but I currently use it with Linux and a Win7 dualboot (that I rarely open anyway).
It's not the first time I've run on really old hardware, and I can guarantee you that as long as the older OS does everything you need (and as far as I can tell there is no significant difference between Win10 and Win11), people with old hardware will keep the old OS.
The only time I've really pushed old hardware to use a newer OS was with Win7, because it really was such a significant improvement over the alternatives.
