It's not impossible that they were both physically incapable of carrying a pregnancy, but the chances are indeed very low, which makes this suspicious.

That's a horrible reason. Also, since it's a surrogate, the default assumption still is that one of them provided the egg. So it's still a case of one of them being more of a mother than the other.
Honestly, maybe the best way lesbians could do this is if mother A provided the egg, and it was in vitro into mother B. One provides the genetics, the other the womb.
