Makes me wonder if CDPR accidentally made a Bethesda game. (see Elder Scrolls and Fallout games, that have decent/good stories and world building in them, but various gameplay/RPG systems are broken/incomplete).

Haven't actually looked into Cyberpunk tbh, so wouldn't know what it's really like.
