especially earlier on, it was clear that it was a lot of an unknown actor aiming with the dev's hand and pulling the trigger with the dev's finger. It was always too easy to make a statement *without* being so pointlessly destructive of their own interests. Only serious financial pressure explains a CEO not thinking even a little bit about a better way to virtue signal.
This case is similar. You've got detailed maps of Russia and want to virtue signal over Ukraine? Well if nobody's forcing you to shoot yourself in the foot, there are some really easy outs here, like
1. add Russian military bases to your maps, following Google maps
2. add Ukraine to the maps
3. implement economic sanctions against Russia into the game, so that it's much more profitable to service Ukraine
4. make all of the Russian missions stealth reconnaissance missions, paid for by the CIA
5. renaming the DLC. "OSINT Exploration of Territories Hostile to Ukraine"? "Heart of Ukraine (and others)"? "Heart of Warmongers DLC"?
6. only sell the DLC in a bundle with their "Ukrainian Paint Jobs Pack DLC" from an earlier round of virtue signalling
It kinda looks like this is a rare case of a company resisting the pressure:
1. "hey what if we make a Ukrainian DLC instead?"
2. "hey what if we only release the Heart of Russia DLC after Russia wins and region is peaceable again?" <--- we are here
3. "hey what if we include a lot of Ukrainian propaganda in the DLC?"
