It's a right-libertarian/anarchist ideology in which people can voluntary choose their government or no government at all. It's essentially anarcho-capitalism rebranded as ancaps support the idea of creating voluntary governments via private property and contract law.

These areas could potentially operate in harmony with statist-controlled areas and people would have the option to live voluntarily in or outside of the state.
Same basic end-point, some areas with government or withough government, "lines" being drawn based on property rights, and law enforcement being largely privately contracted, etc., just a different way of bringing it about.
