It's crazy how close these people are to getting it. So close.
"Underage" (or supposedly underage) people can be sexual. When they know people find them attractive, they like it, and they play on that. They have agency enough to make those "adult" decisions (such as wearing short-skirts for the men to look at) themselves.
The people who don't like this freedom are those who claim they're "protecting children" but in reality want to control everything like a dictator.
