Really the people who are most free are those who are the least watched, the homeless, undocumented individuals, people no one knows exist, as long as they have food and shelter (and continued to go ignored) it would be the best way to live

I used to think people in the government were most free because they have the most "power" but their power is an illusion and they are the most enslaved and watched, I imagine if one of them doesn't go along with the program the rest are almost immediately notified.
