2) "I think they're trying to mitigate damages" I don't think you du understand my point. Of corse they are trying to mitigate the damages, but the problem is, that their instinct is set up by their childhood to go directly to apology as the best option to do it. In other words, they feel no reason not to apologise, since they do think it will always help.
