I saw people work after not being paid, because they were "promissed pay", and it would be sunken cost to leave.

No, they are stupid.
To continue to work is to provide something for nothing. There is NOTHING keeping them there.
And if they turn their back, most enployers are smart enough to suddenly find the cash to pay them anyway.
They lost respect for themselves to even negotiate their own terms.

More specifically workers have no collective bargaining power. The power imbalance between employer and employee is lopsided and cannot be fixed individually.

When one leaves for not getting paid, other will consider the same. And when more leave, the employer is fucked.
And even when just you leave, you are no longer a slave.
Going Galt is not a threat to employers. People who have families need incomes. Employers fear unions, not lone wolves vanishing off into the woods.

Looking for work that will pay
They ARE stupid.
No, they are under duress. There is not enough economic mobility to be sure that you can quit your job like a boomer and pick up a new one on the way home. They are being told they cannot be paid in the moment, not indefinitely.
Rather than focus your ire on the abused employee, you should be screaming for the blood of the employer who is somehow able to abuse his employees in this way.
