That's kinda problem and point of war crimes.

War crimes were made to protect civilians, but in every war, civilians are stakeholders (for lack of better word), so as long as civilians have any way to support the military, they become the protected kindergarten bully.

This makes war itself nearly impossible, unless you're willing to sacrifice the relations with the rest of globohomo.

I actually have to say, that I'm starting to see a point of all that globalism.
