Yes, obviously.
But this time, they found a new creative excuse. Just claim, that English language is cannon, and Japanese is the localization.

Yes. Written in Japanese, then sent to US to translate, Then "magical step" of reverse translation, (that doesn't include localization), as well as letting other languages be translated from english.
And some people are so stupid, they believe it.
BTW, The French translation manager is based as hell.
