Because the center of mathematical space is 0, not 1. 0 as center allows you to go to both 0 (meaning 0), 00 (meaning 1) and -00 (meaning -1)

Base 1 would not allow the 0 to be written. Either way, thanks for engaging my tism.

Also, every single base x space has the highest number of x-1. Therefore, base 1 still checks out to have the highest digit to be 0.
