I think the most clever move Le Pen could possibly make would be the following:
1. Eliminate ALL social help for non-citizens. -> By definition they didn't vote for her and it saves money right away.
2. Identify the government institutions and regulated industries which are the most filled with leftists and cut, privatize, and deregulate. -> Same story, save money without losing votes.
3. Establish "free market zones" in political strongholds and allow American style "no papers" hiring and sole proprietorship, eliminate taxes on foreign-sourced income, and eliminate VAT and import tariffs on activities which stay in those zones.
The reason for doing free market zones rather than just making the whole country a free market is because:
* The loss of tax revenue costs money, smaller areas = less cost.
* The economic benefit of deregulation mostly happens in "hotspots", so there's diminishing returns from deregulating more of the country.
* Rewarding your voters with the money of your opponents is the oldest game in town, if you're not playing then you're not a serious politician.
4. Mix "small government" and "increased freedom" into the rhetoric because this will establish the left as the "unreliable" party in the minds of investors, and they will thus come to your aid.
