Just think of it. There are more working re-usable plaet-killer guns on one planet, then there are nukes on this one. It's only a question of ONE being blue-printed for the knowledge to become common. And at that point, a single maniac mafioso will start a chain reaction, that will result in total asteroidification of all habitable planets.
