This is most likely not a failure of the policies themselves, but of the methods used to enforce them. The way I see it this is evidence that the reporting system is automated and no humans actually goes through them. If the content didn't manage to trip up the algorithm for cp (because the algorithm is faulty), then the automated "everything is fine" message gets sent. And a pleb without a blue checkmark doesn't get to have Twitter contacts to manually double-check things.

That's not something I was aware of. Haven't used Twitter in some time (I deleted my account) and I didn't have much use for the report button even when I did.
@alyx You’re right, if an actual person would look at reports I’m sure this would be handled quickly and within reason even for the crap heap that is Twitter. But what is confusing me that within the report system, while there is an option to report for CP it’s hidden in such an obscure way, most people won’t even find it.
