This is most likely not a failure of the policies themselves, but of the methods used to enforce them. The way I see it this is evidence that the reporting system is automated and no humans actually goes through them. If the content didn't manage to trip up the algorithm for cp (because the algorithm is faulty), then the automated "everything is fine" message gets sent. And a pleb without a blue checkmark doesn't get to have Twitter contacts to manually double-check things.
