The proof that the guy is still alive relies on the Japanese government accurately tracking deaths of foreigners on their country. While I'm sure they're more competent than others, things can still slip under their radar. Bureaucracy is still bureaucracy, and it leaves the situation a bit inconclusive.
It is indeed better evidence than a dramatic letter and a twitter post of some random dude, but it's not solid enough to remove all doubt.
