They can sometimes have that quaint quality to them, where even if it's low res, you can tell the author put effort into it and it was made with all the love in the world. I can perfectly enjoy something like that too. An example of good pixel art that impressed me in quality and how well it was used, is TMNT: Shredder’s Revenge.

But there are few examples like this that I've come across.
A big issue I have with usage of pixel art in modern games, is that devs have a bad habit of mixing pixel art with modern and complex lighting or other effects. Like having a RTX Minecraft... pure heresy. Also, if your pixel art game demands anything more than an integrated GPU, you're doing something wrong.
