From what I gather, it's usually points 2 & 3 that causes American Congress to make stupidly huge bills.
Trump is not running again, so point 1 is kinda irrelevant. He could go full tyrant and destroy his personal political image and not matter at all (well, as long as he doesn't drag Republicans down with him).
