Never mind, I found info in the dump, that you have Intel GPU and it is indeed trying to use software decoding.

What stumps me is that it's not just VLC, but also mpv... This kinda indicates that it's either a problem with hardware acceleration or drivers.
When you tried disabling hardware acceleration, did you close VLC and reopen it? (I'm not entirely sure if VLC manages to disable that on the fly). Also, you can try changing the video output (from automatic, to OpenGL or something else).
Is this a problem that has developed recently? Also what GPU? AMD/Intel/Nvidia?

Launch VLC from a terminal, open the file, and watch the output in terminal for error messages that might help troubleshoot.
