Sure, but you're not gonna see gamers that care about those features still use hardware that old.
Take the GPU-ssd thing, that is indeed a great feature. But only new games, that were coded for it specifically will be able to use it. Meaning, you won't be able to play them on old hardware, with or without Win11.
I might try to play around with Android apks on my newer laptop, but I don't really know many phone apps that outperform desktop alternatives. Unless you get yourself a windows tablet, this won't be that useful either.

I literally have a 4th gen Intel desktop myself, and I could easily run Win10 on it (and I did a while in the past), but I currently use it with Linux and a Win7 dualboot (that I rarely open anyway).
It's not the first time I've run on really old hardware, and I can guarantee you that as long as the older OS does everything you need (and as far as I can tell there is no significant difference between Win10 and Win11), people with old hardware will keep the old OS.
The only time I've really pushed old hardware to use a newer OS was with Win7, because it really was such a significant improvement over the alternatives.

Nobody is asking you to do anything. Win10 is still supported with updates until 2025 at least, and you'll still be able to run it well after too. Going by past experiences, Microsoft might extend support till something like 2030 for businesses.

I'm not bothered by people wanting to use a 4th gen or older Intel till the cold death of the Universe, it's just not realistic to expect mainstream OS developers to support them forever.

I disagree. Frankly, it was to be expected that Microsoft would try to push stricter security policies, considering they're trying desperately to compete with Apple and Android, that are doing their own stuff for security.

It's literally not that bad even with the current requirements. The differences between Win10 and Win11 are minimal anyway, and by the time Win10 reaches it's expiration date, any systems currently not compatible with Win11 will be due for a complete overhaul (if they aren't already).

From what I understood, you needed TPM 1.2 to install on an existing system, and any new hardware being released was expected to have TPM 2.0. How much more did they backpedal?
