Unfortunately, no can do, because:
1) They may be a minority, but they're a decently sized minority that has political power because they're more unified than any minority group you can think of (yes, even Jews). When their politicians say "vote for X", 90% of them will vote how they're ordered to. There hasn't been a government in recent memory that didn't ally with the Magyar party (UDMR) to form a majority in parliament. We're always guaranteed at least one Magyar politician in our government.
2) We've had better minority protection laws than even most of Europe for decades now.
3) Magyars are not evenly distributed throughout the country. As such, they actually form the majority of the population in the counties they mostly live in. And it is quite possible for Romanians living there to be the ones facing discrimination.

Even if you had the political will and decided to ignore the laws, geography and population distribution wouldn't allow you to mess with Magyars. They'd be the ones to fuck you up if you tried.

Also, as for why it doesn't do it, there could be a few reasons.
- it breaks time codes. People can't reference a section of the video while talking in the comments, because different ads lead to different video length.
- also breaks section/chapter time codes, though these could potentially be fixed on the fly if the ad algorithm decides on exactly which ads to serve you at the start of playing the video
- you can technically have insanely long ads. There's nothing stopping someone from putting a 8 hour livestream as an ad on a different video. Imagine watching a 3 minute video that serves an ad that is hours long...

On the technical side, I think it is doable. Since they control the encoding process, I'm sure they could literally just splice in the frames during play time if they wanted to. But it would be undesirable when it comes to user experience.
