@mavis pso2 is an online multiplayer game, not really an mmo but it's an instance-based action rpg, think monster hunter world kind of.

i really like it, the game is still fun to me even when there's not a whole lot to do but plugging away at dailies or just grinding for new gear. the gameplay itself holds up well enough. plus, you get to "make a waifu™" :D

there are definitely problems with it but i still think it's fun.

as far as if it's better than modded skyrim, well i guess that would just depend on your mods and what you want your modded game to be like xD
