i still think a sliding scale works best, which allows for minors to consent to their peers but not adults/older adults (for instance in utah it's 14-18, 16-22, 18+). i feel like there could be another bracket of like 12-14 or something too but in actuality it's not needed because that kind of shit never gets prosecuted anyway. and there are romeo/juliet laws too (10 years in utah which is pretty high tbh, the highest in the country).

the states with these laws usually also have romeo and juliet provisions in addition fwiw. I don't remember WA specifically but something like 12-16 age range is usually subject to increasingly large age gaps being permitted. so something like 15/17 being legal but 15/19 being illegal that sort of thing
