My solution if we win would be to make examples of a few of them to show we're serious, then create a set of tribunals. At the tribunals former state agents can confess any crime related to their office and receive full immunity, but they're still on the hook for anything they leave out.

Initially uptake would be slow, but it would quickly turn into an avalanche. This outpouring of confessions would be far more useful as a lesson for the future than a few executions. Executions might create martyrs and help people avoid the truth about how bad things were, whereas shamefaced confessions are much harder to romanticise.

That's the problem, even to this day commies try to martyr the guys pinochet killed off, even though they were murderous scumbags. If he had forced them to confess instead and broadcast the confessions it might have convinced more people about the dangers of communism.

Implicit in this deal is that they're not longer eligably for any public employment, pension or benefits, and possibly confiscation of any public earnings or proceeds of their crimes.
