For that, you need intelligent people, and manufacturing facilities.

Militaries around the world have been hiring obedient morons for decades, and outsourcing research and development to contractors with conflicting interests and foreign ties.
All for the sake of politicians feeling more comfortable on their thrones, no longer fearing military coups.

Maybe we need to retvrn to how things used to be.
