They've recovered all sorts of silverware from the ruins of Pompeii (79 AD). Medieval peasants might not have been able to afford fine cutlery, but they sure as hell had wooden spoons. We're talking about well over two thousand years of simply... knowing better.
Subcontinental peasants have had at least five centuries to better themselves. Doesn't even have to be Western cutlery, there's always chopsticks. But to this day, they reject eating utensils. Because cultural reasons.
