@EchoSierraVII i have been thinking about that! 
To me, it's either:
1.- All the ring-like non attached structures rotate, leaving the main structure static, or
2.- only the main ring rotates, and the parts on the back part remain static.
In my head, the middle part, the one with the luminous ring, is kind of a power generator/reactor that keeps spinning and gives energy to all the structure.
