@matrix I mean to play devil's advocate, merit based immigration policy is basically designed to keep people out who aren't from countries that have stable systems that provide enough opportunities in order to have merit that is decided by a country in which productivity is everything, so you get people who get in but basically just live like they are still in Mexico or Costa Rica or whatever other country
You can compare this to Japan, in which most of their immigration system is simply how much you culturally understand them, and about integration, much of which they help teach you but the ways to get in are much harder because Japan doesn't really need immigrants in it's economy, where as most of American economy is based on paying less than the living standard

America frequently uses racial means to deal with economical problems, including on it's own citizens and within systems that have nothing to do directly with immigration
I'll give you a great example:
The first I left USA to visit my then fiance, I stayed in the UK for 3 months. Before hand, I had told the required authorities I was leaving because this is part of what they ask of you when you are receiving public medical benefits so they are not insuring you when you are not in the country. Standard stuff, sure. My mistake was not telling them where I was going, just that I was leaving for this amount of time and the exact dates, so when I returned they questioned me heavily about why I went to Mexico and if I was with any family etc
The thing is, I never went to Mexico in my entire life, I'm not even MEXICAN anyway, they just assumed I did/was because I have a hispanic surname... I'm an Amercian citizen by birthright and they have no reason to even interrogate me like that, but because it was my word against theirs I was just "lying" and this was grounds to cut me off from getting my insurance
It was only because I actually kept the plane tickets as a keepsake that I was able to fight them on it, and in the end it was just a (((simple mistake))) and the government worker still works there scott-free
Better yet, the next few times I went I was very explicit about where I was going, when, and why, but they ALWAYS came up with that exact excuse to not allow me insurance again and again, which just means that is simply normal procedure to racial profile people (not even by skin, because i'm whiteâ¢) to try and reduce the economical toll of public services
Law enforcement does it, disability/unemployment/public health insurance does it, border control does it, it's just how America trains people to enforce it's will and I have to really wonder how people avoid seeing it...
