The restaurant industry is hard as balls to get into. Razor thin margins, constantly expiring inventory, all the health and safety regulations, ect.
If anything, the tipping system creates a barrier to entry. Either pay shit and rely on tips to keep your doors open, or get in bed with banks to get enough financing to grow your restaurant and pay employees what they are worth...
