My point about Vance's speech was it's affecting EU policy across the board already. You see nations taking it as a green light to close borders that were afraid before... leaving the communist bloc increasingly isolated. OTHO he's also influencing policy as this admin is an "all hands on deck" situation. It might not be as visible while Elon is hanging out for his ~ 6 months. UK has been expanding anti-hatespeech laws, as well as these very peculiar laws about pending court decisions banning discussion of them (Tommy Robinson case).
Also the EU laws for "digital platform control" are basically state censorship in the internet, just outsourced to "factcheckers" and "trusted flaggers".
However quantifying freedom of speech is difficult, f. ex. I don't think the bourgeois german state is very likely to kill people (with intent), that's something I would expect US deep state to do much more if your speech is really "dangerous"
