Maternity leave is when the parent doesn't work and it's straight after birth. It doesn't make much sense for the father to be the primary care taker of a >=1 year old when the mother is available.
It is emasculating because you have to depend on a woman, even though you wouldn't need to.

Big budget Hollywood movies and AAA games, lawsuits at major corporations, or the fucking US military ad, that seems substantial effort.
I don't know how well it works, but the effort IS substantial. However here's an example: when I was born, you would basically never see the father on maternity leave or alone taking care of the child, now 20 or so years later it's not an uncommon sight.
