There definitely are issues with the laws and the justice system. Like teens ending up on the sexual offender registry for sending a dick pic.

I do not know where this idea comes from but the primary purpose of prison has always been incapacitation, then a deterrent and the small amount of rehabilitation that might happen was just a bonus.
