Have you ever heard of OpenNIC? It's an alternative DNS root that's been around since the early 2000s. It might be the solution you are looking for.

It shouldn't be that hard for most people. All you really need to do is change settings in the control panel. A simple tutorial can help them out. Also, OpenNIC has a clearnet proxy.

Well you need to explain to them how to do it in order to make it popular. I bet most people don't even know what DNS even is.

Yeah, I heard of it. ZeroNet uses it for domains. Last time I checked they only have one TLD (.bit).
