Suppose that you could enforce your will upon the nations of Earth to set a strict limit to how powerful a nation/unitary state/federal state could be, by limiting the number of humans it were allowed to rule over, how many would you limit it to?

Good idea, Here's the problem.
This is a map of UN states. Each one of them has its own government. But still, they all "agreed" on all the goals of the UN (that I hate with burning passion). Therefore, I do not believe, that separating nations to smaller ones would allow more freedom, if they all could still be driven by a unified ideology.
