I think femboy might be veering a bit more into trans teritory. At least from my understanding, femboy implies a bit more feminine behavior, not just the looks.

I've seen tan being used for tomboys. That's why I said usually. The rules are 100% strict. Chan is intended for children and girls/young women, but sometimes you can affectionately call a young man chan too. Depends a lot of the relationship between the people.

Japanese twitch streamer? If yes, from her perspective a complete stranger tried to appear like a close friend and called her a boy. Not much works from a complete stranger other than san. Tan and chan are meant more for friends/close acquaintances. A friend calling you a tomboy works. A complete stranger is just creepy probably.
