Tl;dr, it uses "fuzzy hashing" to stop pedos from changing a few parts of the image to break the hash detection (demonstrated with normal images) and as a result it's easy to see how that can cause a problem.

This is the other problems with these tools. It sounds vigilant on paper, that the pedos won't have access to it, but it creates another problem. What if you're a small site owner, who now has to comply with the new "ban CSAM" law and you want to do this because you think pedos should burn too, but they willingly won't let you for whatever reason they feel like?
Hence, it's why that site I mentioned had to develop a method to stop spam by using AI.

What it does is make it into a 26x26 image and so it's easy to see how it could possibly be triggered from a certain hash.
