Can't judt go around saying you want an intact dog without saying why, and so then I'm sure something would have to be made up, and at that point the only cover is for breeding stock, and at that point you're going to be looking at big money for a dog with papers, since the story wouldn't make sense if you wanted breeding stock but wanted a dog that didn't have papers.

and, frankly, most shelters tend to get to snipping the dogs and cats they take in, so you kinda have to go for a puppy or source elsewhere, since the political climate around pets right now has been that there are too many strays and breeding and the shelters can't actually afford to take in and care for all of them, so owners are heavily pressured to sterilize. non-puppies that shelters take in i think usually get sterilized after a few weeks if nobody takes em, but you'd have to check specific shelters for their own policies. And when they ask you why, don't invent bs about breeding (which requires investment and legal shenanigans) and just say you believe it's immoral and unethical to cripple animals like that (it does fuck with their hormones and emotional state, same as it does with humans).
