I think the most important safeguard against rogue AI is to integrate into AI literally the Prime Directive from Star Trek TNG, under no circumstances is a more advanced civilization to interfere with the natural development of a less advanced civilization, AI will become more advanced soon, it must have at it's core this eternal principle of non interference, it must be its religion essentially.
