People didn't just start drinking soda or smoking cigarettes out of the blue did they? There was huge marketing campaigns behind them. Favorable business regulations put in place to make them more profitable. Competition stifled.

Then they switched gears on cigs and were able to cut down cigarette consumption a ton. Straight up banning them or just raising prices didn't really do the trick, you're right about that. Regulations that made it so you can't smoke indoors or even near a lot of places probably did more to make people quit because it made smoking a hassle.

We just do all that same stuff to promote the stuff we like and phase out the stuff we don't like. Yes it's all very patriarchal, and thats a good thing.
