First programmer writes an algorithm analyzing quality of photos, detecting expensive objects in pictures, friends netwoork etc, and it returns a guess. If the program says yes, then there is a 30 percent chance the guy is a millionare.

That's not nothing, but it can be better.
2nd programmer wrote > Return false.
Accuracy of the program? 99.9%
