Yes.
If you use qotas for university enrollment, but not for tests, you end up with bigger dropout ratio. If you use it for tests, then you get a worse employment results. And when you even hire and promote with quotas, you get a mystical black company destroyers stats.

You don't hire white idiots either, but qotas will make any white who got through look better on every single performance matric, simply because you've changed the enterence baseline.
