"everyone masked 24/7" came out when WHO and frens were vomiting about how the world would end because asymptomatic carriers could infect everyone weeks before they knew they had the virus. It turns out asymptomatics weren't genuinely considered a super threat; there was discussions about this all the way back to the original open source contact tracing proposals and the CDC recently revised again saying asymptomatics are such a non-factor they shouldn't even seek testing*.
People with moderate symptoms are advised to *stay home*, not go around "but i wore a mask."
* i don't think i like this advice though. Austin TX was trying to change their shutdown logic from total cases to the ratio of covid cases over tests taken, while we're simultaneously being told to, effectively, don't record any statistics on people who might actually be healthy.
