Problém mafií tu byl vždy, protože mafie je jen základní jednotkou vlády.
Problém je, že zatím co v menších skupinách šlo vnímat společenské dobro jako jeden z cílů těchto organizací, s náhlým nárůstem populace a zničení společenské jednoty už necítí mafiáni potřebu chránit okolí ve kterém žijí.
