Unless you’re talking about all the world’s negroes, that’s an exaggeration which doesn’t help us. Per Wikipedia retardation starts at an IQ of 70, and Officially, I’m very uncertain how accurate these stats can be, you don’t get higher than 77 for sub-Saharan Africa and most are below 70.

That’s way below the 85 average for African-Americans, presumably because of “nature,” an admixture of white genes and “nurture,” a much lower disease burden, better and maybe consistent nutrition, etc.
