This would affect single user instances negatively. In general, it would make getting a new instance federated dependent on actions from the receiving instance admins. With the blocking model you can spin up an instance and at least get federation straight away.

Whitelists are for walled gardens. Even email with its horrendous spam problem has not moved to whitelists.
