On one hand, it's a fantasy. There's no reason for average amoeba to not be sentient.
Second: If you divide species enough, you can come up with whatever number you want.
But yeah, it's total bullshit.
Only on earth, there are 8.7 million species, so that would make the stat wars galaxy as diverse as my dating history.

In star wars, sentience is unbelievably common.
Even mountains are sentient. Masks can be sentient. Crystals are sentient.
