masto developers, is there a sensible way to REVERT https://github.com/mastodon/mastodon/pull/16078 even if we are running #mastodon 3.4.0+?
we very much *want* new users to auto-follow specific accounts when they sign up for our instance.
not only do we populate their timelines, we use it to make announcements to the instance.
additionally, it is a weak way to get a notification when new users sign up.
